On-the-Land Facilities

Project Description

The City of Iqaluit is committed to supporting community organizations that provide opportunities for residents to connect with the land through cultural, recreational, and educational programming.

To ensure equitable access to well-suitable locations, the City has identified several On-the-Land Facility Inventory Areas that are close to town, accessible by road, and compatible with existing land use, zoning, and environmental considerations.

These areas have been reviewed to confirm they:

  • Are appropriately zoned for land-based programming and recreation,
  • Are adequately distanced from the watershed,
  • Include or connect to existing community ATV trails, and
  • Are not identified for future development or resource extraction.

Eligible non-profit organizations can apply to develop permanent structures that support outdoor recreation, traditional activities, and other land-based programming.

Benefits

  • Establishing a base inventory of plots for On-the-Land Facilities allocates certain lands for the specified use. Knowing ahead of time where these facilities will eventually be constructed allows the City to plan the outer areas of the City more effectively.
  • Holding an inventory of plots adds transparency to the application process and ensure staff time spent on finding appropriate facility locations is spent equitably across potential applicants.

By-Laws

In approving an On-The-Land Facility, the following criteria shall be considered:

  • The Facility will not generate vehicular traffic or parking in excess of what the site and area can accommodate;
  • The Facility will not have a permanent foundation (i.e. piling, concrete slab);
  • The applicant has a satisfactory waste disposal plan;
  • The applicant has a satisfactory plan to secure the facility;
  • The applicant agrees to install satisfactory signage to identify ownership of the facility.

Before submitting an application for an On-the-Land Facility, please review the City’s Land Application Manual to understand the approval steps, required documentation, and eligibility criteria. The manual outlines what qualifies as an On-the-Land Facility, how lease arrangements work, and what information must be included in your proposal. Applicants are encouraged to familiarize themselves with the zoning and development standards to ensure their proposed facility aligns with City regulations. A link to the manual is provided above.

Applications are accepted during seasonal intake periods with a set cut-off date. At which time, City staff review all submissions and prepare recommendations for the Planning and Development Committee/Council. Eligible non-profit organizations offering community or land-based programming may be selected based on the strength of their proposal, the suitability of the requested location, and compliance with the City’s by-laws. Approved applicants will be contacted to proceed with the land lease process and subsequent development permit application.
